The founding congress of the Territorial Union of Employers of Tavush region was held in 2011, in the city of Ijevan, the second congress was held in 2014 in the village of Voskevan, the third - in 2017 in the city of Ijevan, the fourth - in 2020 in the city of Dilijan, the next congress will be held in 2023.
The supreme body of the Union is the congress of representatives (delegates) of its members (hereinafter referred to as the Congress), which has the right to make a final decision on any issue of management and activities of the Union.
The Congress is convened by the Council once every 3 years. Not less than 25 days before the day of the convocation of the Congress, the Council of the Union notifies its members of the place, day, time and agenda of the Congress, as well as the number of delegates from each member organization and individual entrepreneur to participate in it. According to the given Charter, the number of delegates to the Congress from each member organization and individual entrepreneur is determined respectively: up to 3 and 1, if the number of members of the Union does not exceed 30, 2 and 1, if the number of members of the Union is 30-60 members, and 1 and 1, if the number of members of the Union exceeds 60. The procedure for electing delegates is determined by each member organization independently - in the manner prescribed by its charter. Member organizations and individual entrepreneurs submit approved lists of delegates to the Union no later than 3 days before the Congress. An Extraordinary Congress is convened at the request of 2/3 of the members of the Council, 1/3 of the members of the Union or at the initiative of the President to discuss issues that require urgent resolution and are within the exclusive competence of the Congress. An extraordinary Congress is convened in the same order as the regular one, but the notice period is reduced for at least two times.
Congress, within its exclusive competence
1. approves the charter of the Union, amendments and additions made to it,
2. elects the head of the Union and supervisory bodies, including the council, the number of members of which cannot be less than 3 and more than 15, the president - is elected from the council, the supervisory commission or observer, takes decision on the reorganization or disbandment of the Union.
The exclusive powers of the Congress cannot be transferred to other bodies of the Union.
In addition to exclusive powers, the Congress also has the following other competencies:
1. approves the procedure for the work of the Congress,
2. accepts the resignation of the President of the Union,
3. approves promising programs for the development of trade in the framework of cooperation with trade workers in the region,
4. approves the reports of the President of the Union, the supervisory committee and the executive director.
5. The Congress is considered competent if more than half of the delegates of the Union members are present at it.
6. Decisions of the Congress are adopted by a simple majority of votes of the delegates present (registered) at the Congress, except for issues related to the exclusive competence of the Congress. In case of equality of votes, the President uses the right of the deciding vote. Decisions on issues of exclusive competence of the Congress are considered adopted if 2/3 of the delegates present (registered) at the Congress voted for them.
